apt-cyg install libsndfile-devel failure about apt-cyg

I am working on fix since last night, forgive me I am sick. Lynx is bad because it does not give status when downloading. However it does work so wget should not be required. It should be made clear that wget is preferred downloader. Script prints a warning now, I can change the wording if you like. However I feel it would be bad form to force wget on the user if they do not want it, for whatever reason.

Until this is fixed you can change your mirror

apt-cyg --mirror cygwin.mirrors.hoobly.com

then retry the install

You're right that an auto install would be jumping the gun. (It seemed like a better idea when I was more tired.) However, I think that pointing out that wget is a soft requirement would help people like me that saw the original version's install instructions first.

@DrewRWx oh you mean the README? Hm, maybe I will add a note explaining why I put lynx there instead of wget.

A note in the README would also be good. It's actually not too big of a
deal. I was just paranoid that using lynx was contributing to the error
that I reported.
