If I am right, He wants to block a user to traccar in a given date. He is using Windows Server.

Yeah, in that case at least word "income" makes some sense here... Anyway, I'm not planning to implement it. As for sending commands to start/stop a car, it won't be available any time soon. I'm not even sure it is possible with tk103 device. So I think best place for you to find help is web sites like oDesk.

Anton, It is possible to start/stop the car. It can be done trough SMS or GPRS. I have GPS103.

OK, but commands are not supported by Traccar anyway... yet.

Now, I understand. He wants to block a user after the date he saves in the picture above. After that date, user is not gonna be able to log in.
