The error stack trace indicates that you have not disabled the health check.

I have been able to fix the issue.
unRAID doesn't support file mappings, so I had the entire conf folder mapped.
The default.xml was not the latest version, after updating that, it works.
Found solution because of: https://www.traccar.org/forums/topic/web-gui-404-not-found-from-one-day-to-another/page/3/
