Good catch! Further evidence that this project needs tests. Although the fix is trivial, I'd prefer to put in a test that verifies that different values of sky_threshold
have an effect. Leaving this issue open until I have the chance to fix #2.

No, this code is really just a dump of part of a larger project from many years ago, so it's not particularly maintained or anything. However, if you would like to turn it into something more significant, we could start a google group for it or similar.
I had thought that it would be nice to package it up into a convenient command-line utility that could be run across a corpus of photos and quickly separate them into wheat and chaff.
Of course, this project is very low priority for me and I may be slow to act on it, so you are certainly welcome to fork the code and do grander things with it without my participation.
For now, it's okay to open GitHub issues that are for discussion rather than actual bugs; any lurkers observing this are welcome to chime in, too.

That's good. I wanted to ask one question. Do you have some google group? I have partially imported your code to C++ utilizing strategy pattern for different Local Blur Detection techniques. However, there will be few topics I would require to discuss and google group will be good for that. Thank you.
