step1: 在这个ISSUE下提交申请，格式：“文件名-githubID“，主要防止多人同时翻译了一个文件。
step2: 正常的github flow即可

嗯，翻译的文件，不太清楚以什么样的形式提交
比如 cache.php 翻译后为 cache-en.php , 还是直接在中文下方添加呢

比较好维护吧~
