This code is not valid in typescript. If you try to compile the above code, even removing all the decorators, you will receive an error from typescript compiler:

class Dependencies {
     public config: string = 'config';
    public secrets: string = 'secret';
}

class TestConstructor {
       private dependencies: Dependencies = new Dependencies();
       constructor(private readonly config = this.dependencies.config,
                    private readonly secrets = this.dependencies.secrets) {
      }
}

Raises an error, because this can not pe referenced here.

What you could to is write:

@Route('account')
export class DevAccount extends Controller {
    constructor(@Inject dependencies: DevAccountDependencies) {
        super()
        // use dependencies as you want here
    }
    ...

or

@Route('account')
export class DevAccount extends Controller {
    @Inject
    private dependencies: DevAccountDependencies
    constructor() {
        super()
        // use this.dependencies as you want here
    }
    ...
