This is unlikely to happen in the current version of Omnipay, something we may consider for v3
Not many payment gateways support payouts, only a small minority do (payflow, paypal, stripe). Any functionality relating to payouts would have to be custom to the gateway and not generic functionality that would be used in other gateways.
Also it's not exactly in the scope of Omnipay. Omnipay is a system for handling card and other forms of payments, i.e. money inwards. Payouts is a money outwards thing, it's much better suited to a more general invoicing or accounting system such as Aemios, Invoice Ninja and the like.
