I think these represent LOW/MEDIUM/HIGH defined in the readme (LOW=MAY, MEDIUM=SHOULD, HIGH=MUST). For consistency across the repo, I think RFCs should stick to LOW/MEDIUM/HIGH (these are also more understandable for most people in my opinion).
