The dummy_load_data (above) function loads an empty dict "{ }". Thus the dict doesnt have any keys. I solved the problem with the following code.

def dummy_load_data(*args, **kwargs):
    with tfds.testing.mock_data(num_examples=10,num_sub_examples=5):
        ds, info = tfds.load(Konfigurationen.data.path,with_info=Konfigurationen.data.load_with_info, split=["train", "test"])

    data = {"train": ds[0], "test": ds[1]}
    return data, info

Yes you are correct. It depends on how you define your dummy dataset. The solution you suggested will do the trick just fine. I will open a pr in the near future to fix that.
