Available zones datasource prevents linking with project factory about terraform-google-vm

Please share your full plan output and debug logs, it's not clear why this linking wouldn't work.

It fails during the terraform plan step. See debug.log.

I think since datasources are computed during the terraform refresh phase, i.e before the rest (see here), the project is not created yet and so it can't find it.

Based on what you linked, this should be deferred by Terraform automatically though:

In this case, reading from the data source is deferred until the apply phase, and any references to the results of the data resource elsewhere in configuration will themselves be unknown until after the configuration has been applied.
