修复此问题从两方面入手：

  1. docker pull镜像设置超时时间，考虑到有些特殊环境镜像会拉去过慢(网络带宽过低或镜像过大)，目前超时时间设置为5m
  2. 当容器为staging状态时，增加一个守护线程，不断上报staging状态，直到其它状态退出
