Do you have sqlite driver enabled in your php configuration? Most configurations have it enabled by default...

Check if you have the sqlite extension enabled php -m | grep sqlite. I'm assuming your database is MySQL? A common scenario when this happens is for example if you're running a virtual machine like homestead and run the php artisan index:users command from your host system and not from the virtual machine (guest)
