I think it is an issue of having an extra database to keep track of who has been sent keys versus a coordinator sending keys again if he has forgotten. I chose option two based on the fact that emails are free and fast, database storage costs money. The coordinator will not be given a send key option for registered students. Should I build a database to keep track?

No need.
I guess you are not using a field to store status or google id. If you are, you can reuse the same field to indicate whether the key was sent.
