add support for specifying timeout value for when to consider a question done about pytan

This option was available at the python level via:

handler.ask_manual(arg1=val1, ..etc, override_timeout_secs=300)

The command line scripts do NOT expose ALL of the options available to each method in handler. Not only would that make the command line scripts extremely complex, but it would also be very difficult to provide a mapping from command line to python keyword arguments for each and every available argument.

However, that being said, I've modified the argument parser used by bin/ask_manual.py to add this command line option as a passthru to handler.ask_manual(). Sorry for the extremely long delay, I've been dealing with extreme medical issues for the past year.
