Run QModManager.exe and type yes

I cannot. As sooon as I start it up a command prompt appears briefly before this taking its place

Oh, you don't have .NET 3.5
Click on Download and install this feature

In the attempt to install it either through that prompt, the manual package or by activating the feature in control panel, it cannot be done. But it seems a missing net framework 3.5 can cause it to not work and windows 10 has this problem where it is next to impossible to activate it
But it seems to be a windows problem, then. Time for a downgrade.
