I had the same issue. What I did to solve it was to delete it from the Attachments manager. (Settings → Profile → Open Attachments )
It would be nice to have the error be more descriptive and helpful in what we have to do to solve it.

I'm also getting this issue. It persists even after deleting the note itself not just the screenshot

Go into Settings > Profile > Attachments manager > Uploads and select all pending uploads and delete them. That will fix the issue.
