st.navbar() for multi-page app about streamlit

Hey @amanchaudhary-95! Thanks for surfacing this. We have indeed been thinking about adding an option to move the nav bar to the top with the upcoming st.navigation (and that was one of the major reasons why we made the API this way). We left it out for now to cut the scope of the implementation and design, but we will probably look into it in the future. I'm going to close this issue because it seems similar enough to #727 to keep the discussion and upvotes on one issue. But please upvote that issue and comment with your use case on there, that's the best way for us to prioritize!
