I believe this has been fixed in PMPro Core or maybe in the Add PayPal Express gateway. Are you still having the issue?

It still fails for me even with all the current updates. The stripeResponseHandler() code is found in classes/gateways/class.pmprogateway_stripe.php
I've attached a video example of entering false credit card info and submitting payment, which causes the payment to fail. When I choose PayPal as an alternate method, you can see clicking the button does nothing because the Stripe button was re-enabled by the response handler but the image type button for PayPal is not re-enabled. Implementing the code I provided fixes the issue.
