I understand the problem now and do not think its a bug.
In that syntax "extends: - [spectral:oas, off]", the "off" tells it to turn off every rule.
Then when I have
extends:
- spectral_rules/oas3-valid-media-example.yaml
- spectral_rules/oas3-valid-schema-example.yaml
When Spectral compiles the rules it reads the first entry and only turns on 'oas3-valid-media-example'. Then when it reads the second entry, it turns OFF everything only turns on the second rule 'oas3-valid-schema-example'.
The final result is that only the last entry with 'extends: [spectral:oas, off]' remains active.
