I cannot reproduce this one Andy. If I embed then I get a 24x24 black rectangle in the upper right corner of the image, so it does look like x and y default to 0 in the absence of any declaration.

That is if I remove the fill="none". Otherwise it does nothing.

Thanks @srwiley I think I may have messed up something on my end with an SVG processor before it hits oksvg.
