Limiting this annotation to public methods is an explicit design decision. We'll update the docs to make this more clear; we are considering even failing fast if a non-public method is annotated.

Reason - a future version of Otto may use code generation rather than runtime reflection. This will only work with public methods so we don't want to limit our flexibility to move away from reflection in the future.
