spree_promo no longer exists in spree master.
I've removed the dependency. You should just need to update this extension:
bundle update spree_related_products
bundle install
from spree_related_products.

I am using gem 'spree', '0.60.4'.
Can i use spree_promo for promotion tab?

Yes spree_promo exists for spree 0.60.4.
