Actually a mobile dedicated css wouldn't solve this particular problem because the laptop I tested on is, huh, a laptop :)
Just a small screen, not a mobile user-agent.

Something like 1024x7pouètpouèt on a 11" screen.
When I put the #footer position to "fixed" I don't get anything better, the text is moving while I scroll over the page.
I got something great with a "relative", but on a normal screen this would make the text appear in the middle of the screen.
I don't see any simple solution at such an hour, except some dynamic absolute placing thanks to JS which is not very seducing.
