This issue was addressed for weight cores in branch basic_rogers in commit
bdf6474
May be needed for other core types.

This issue was addresses as part of the pull request that updated the repository to align it with SpiNNTools version 6.
Groups can now be partitioned into parallel [w, s, i, t] pipelines, called subgroups, each working on a subset of the group units. The maximum number of units per subgroup is a parameter.
In addition, to solve the large fan-in issue with s cores, the latest update replaces a large s core with a tree of reasonable-size ones. The maximum number of s core inputs is also a parameter.
