I have made some progress on this in the experimental branch.
Now when clicking in add Tool Template button it displays a popupmenu. There one can chose between Open (and do the usual thing of browsing your computer for a file) and Create. The latter opens up a form that one can fill with Template parameters. When clicking ok, the toolbox offers to save the file and adds the template to the project.

Also, when doubleclicking on a Tool Template in the list, it opens up the same form but now pre-filled with the template data. One can edit the template this way.

Works well but one fix needed. Description field should be optional.
