Current Quirks with 0.1 about spiketools

Outcomes / updates (in #139):

1. Rename compute_bin_time -> compute_sample_durations
2. Updated adding refractory periods, including adding a default, and adding an informative error in convert_times_to_train if it goes wrong.
3. Parameter names and descriptions have been checked and updated (partly also in #138 )
4. Annotation functions have all had leading underscores dropped
