Hey gang, I am attacking this issue, hope to have it ready tomorrow.

Having a default set of folders to watch makes sense imo, even if they don't exist it doesn't hurt for them to be there.
Traversing up would be a nice alternative, I think Yarn and NPM do that too.

I'm thinking if there is a config in the home folder and in the project folder, the config values should be merged.

What configuration parameters would be useful to have in the home directory? Can't think of any.

The same configuration as the current per project config now has: included directories and file mask.

My point is how is that reusable between projects for this exact tool? If I were you, I would just look upwards for the first .phpunit-watcher.yml
file in the directory tree.
If you insist in merging upwards, I suggest adding a root
option to tell the config reader to stop looking for more files. See editorconfig's root and eslint's root.
