Assuming that you have rvm::user
in your run_list you should be ready to go. Could you provide the logs from a Chef run? Here's a Vagrantfile that I use (and modify) to test some of the rvm cookbook "knobs":
#!/usr/bin/env ruby
# coding: utf-8
include Vagrant::Butter::Helpers
Vagrant::Config.run do |config|
# config.vm.box = "lucid32"
# config.vm.box = "lucid32-reference"
# config.vm.box = "lucid64"
# config.vm.box = "maverick32"
# config.vm.box = "maverick32-aptruby"
# config.vm.box = "maverick64"
# config.vm.box = "natty32"
# config.vm.box = "natty64"
config.vm.box = "oneiric32"
# config.vm.box = "oneiric64"
# config.vm.box = "squeeze32"
# config.vm.box = "squeeze64"
# config.vm.customize { |vm| vm.memory_size = 256 }
config.vm.provision :chef_solo do |chef|
chef.cookbooks_path = "chef-repo/cookbooks"
chef.roles_path = "chef-repo/roles"
chef.data_bags_path = "chef-repo/data_bags"
chef.log_level = :debug if ENV['vdb']
# patches

# LWRPs

chef.add_recipe "rvm::user"

I believe I have this working. I was using :rvm and not 'rvm' when specify.
