redisio_service notifies every time on Ubuntu about redisio

This can and should use the "service" resource, I had planned on reworking this part of the cookbook.

We are looking to migrate from our internal redis cookbook to this redisio one and found this to be one of the things that impacts our production site. I hope to be able to contribute via issues/pull requests with changes from our internal redis cookbook to help make this one better. Thanks for putting this together.

Sorry for the delay on this ticket. I've actually got these changes made and working locally. I should be pushing them to master soon. Once this is done, I may consider moving some of the other tickets to the next milestone and just releasing 1.2.0

This change has been implemented in ac4553c
The cookbook now uses the chef built in service resource to generate resource named for the redis instance and port.

EG you can now use service redis6379 as a resource to notify / subscribe to. This also means updated_by_last_action is properly implemented. Huzzah.
