There are actually numerous issues with the server_package recipe on rhel6. I found that cgi-bin wasn't created (and I couldn't find it either) then I switched to source build and the cookbook started working sanely. Sorry, I can't be of more help but I'm working with some time restraints at the moment.

Source was the original install method for installing on RHEL. I'll take a
look at the package install when I get a chance though. Stick with source
for now.

I've got a stack of fixes for this, but don't know what tag to apply them against.

@nkadelgarcia-consultant can you create a PR for your changes? I'm also seeing numerous issues on CentOS 6.5 with the package install so if you've fixed them I'd like to use your code instead of doing that myself (issues include the stylesheet issue as well as apache template pointing to the wrong cgi-bin directory). thanks

I've fixed this in master. The issue is that Debian put the stylesheets in /etc/nagios3. Really not sure why, but that's life. The cookbook previously linked the correct /usr/share location on source installs to /etc/nagios3. This broke package installs on RHEL that never had the link created. I cleaned up all the nginx / apache2 aliases and only do the workaround on Ubuntu/Debian package installs. Tested on RHEL/Ubuntu package installs.
