I'm unable to reproduce this using the Debian test kitchen setup. Let me know if you can figure out a specific attribute or OS configuration that might be resulting in this issue.

I have run into this problem, too. Since this is on an Amazon system (RedHat platform), I suspect it has to do with Nagios being built from source rather than installed from a package, and the Debian package providing a default resource.cfg whereas the source build does not.

On Amazon Linux, resource.cfg is provided as an example file and placed in /etc/nagios/private/resource.cfg.
It seems like the case for having any kind of resource.cfg file is already superseded by having Chef and this nagios cookbook, so I'm not sure why the template has to include a callout to resource.cfg at all.

I added a test suite in test-kitchen for source installs and fired up a Ubuntu 12.04 source based install. In that system there is a resource.cfg file at /etc/nagios3/resource.cfg is properly added to the nagios.cfg file. There was an issue with the attributes missing which was fixed in 2a87dd7
If this continues to be an issue it might just make sense to remove the nagios.cfg line that calls out the file since it's not used by the install with this cookbook. Let me know if that's necessary.
