However, this also looks like a Budgie bug to me, maybe you should also report it to them.

I don't think that bug is specific to the Budgie Desktop Environment. Have you tried the flatpak? Maybe it could help due to bundled dependencies.

Is that an appindicator based icon? If it is then on 20.04.5 the appindicator assumes that whatever is providing the icon (in this case soundux) provides a valid sized icon (appindicators are usually 16px to 22px in size).

If 22.04 and later the appindicator implementation forcibly resizes icons that are too large.
