jdk.java.net works for me at the moment ... can you please restart the failed build?

The script can do better when installing a well-known and fixed version. E.g. there's no need to determine the latest jdk feature version number from jdk.java.net when a user passes -F 10 -L BCL.

Seems like the "Builds with sudo: required intermittently failing on travis-ci.com and travis-ci.org" is the cause for this issue.

We have taken measures to mitigate the slowness in build processing and start times and are continuing to investigate the networking errors.

Do we need to switch back to Travis CI's way of downloading JDK 10, 11, etc?
