OK, found it. In app/vcpkg run git pull, then ./vcpkg update, then ./vcpkg upgrade catch2 --no-dry-run.
After this ./vcpkg list catch2 yields
catch2:x64-linux 3.3.2 A modern, header-only test framework for unit te...
and the complaints about catch2 go away.
BTW: On 7080cf3 I had to set the Elixir version back to "~> 1.13" in app/server/beam/tau/mix.exs. 1.14 would dump.
