Add condition descriptions to replace greek text about chicago-atlas

I'd like to expand this issue to include functionality for editing Chicago Atlas datasets through the website.

My thought is to create a back-end interface, similar to the Connect Chicago Locator, that allows admins to create/update/delete datasets. This includes editing:

• name
• description
• provider
• url
• category

Once implemented, anyone will be able to update this description text.

If this sounds appropriate, we may want to open it as another issue.

Definitely game for this.

Is "url" the same as "source", as in "canonical location of the data from some other spot that Chicago Atlas"? I think we do need this. Other non-publicly displayed info would be nice, too (refresh rate, for instance). Also: "Refresh data now" button.

Or "url", as in "location on chicago atas"?

Having said all this, please import existing condition descriptions as per this issue. This will make it easier for our subject matter experts and others to help us design this site.

Url refers to the source link for the data. An example would be: https://data.cityofchicago.org/Health-Human-Services/Public-Health-Statistics-Births-and-birth-rates-in/4arr-givg

I'll go ahead and open the admin edit functionality as a new issue. In the meantime, I'll add in the descriptions manually.
