We should definitely have sticky URLs for the years on this map page. As for UI, there's a bit of a tradeoff here. A list of years makes it easy to jump to a specific year, but a slider makes it much easier to show how areas change over time. @aaronsalmon, can you think of a good solution to this?

Not sold. Sliders do not make it easier to show change in an area through time. Clicking years in succession achieve the same thing. click/ drag vs. click/ click. Definitely not "much easier". Also: sliders are usability problems for older people. Lastly, it's easier/ more satisfying/ better feedback to user. When they click, the URL changes. This reinforces sharability. Reinstate the clickable years for now and we'll go from there.
The main design quesion for @aaronsalmon is how to handle views for which there are not multiple years.
Also: permalinks for all views is a baseline requirement for the entire site.
Lastly: CUTGroup will be the final arbiter!

Removing the slider will lead to the need of creating new categories for the maps. The current categories were based on aggregate data thus allowing the user to see the change over time. If you prefer the user to click on individual years then I must create the categories based on a specific years data. Currently you will noticed the categories are the same across the entire time span, but this will change with the proposed data selection.

So here's the authoritative direction, based on a discussion with Eric and Jamyia:
Keep slider and add clickable years above the slider. When the user has landed on a year, make that year highlighted in the list.
