This sounds like a generally good idea.
Since the notifications are a bit chatty we should give users the option to decide which types of notifications they would like to get via mail and which they don't. That would require a settings page with the individual notification types and the settings if the user would like to get the notifications of this type via mail, webpage or not at all.
Another idea is rate limiting the mail. In other words, if a notification is created, a job is sent to the background worker for delayed execution and after something like 30 minutes it will aggregate the events of the last 30min and send all of them via mail.

Maybe a daily digest is easy to implement?

to cut down on the number of open issues on this project we are introducing a feature request queue: https://github.com/skylines-project/skylines/issues?q=label%3Afeature-request+is%3Aclosed+sort%3Areactions-%2B1+. we will close feature requests immediately and label them with "feature-request" so that they will show up in the queue, which is sorted by 👍 reactions. since this issue is also a feature request we have labeled it appropriately and will close it now.
