Paketo solutions:

• today: custom run image
• future: I remember that Paketo discussed how it could support the installation of OS packages. Main blocker was that the overall build process runs as non-root. Current status is unknown.

With Shipwright:

• Use a Dockerfile strategy
• In the future: we work on Triggers, eventually it will be possible to trigger a BuildRun of Build B when a BuildRun of Build A finishes. In your case, your Buildpacks build would be A, and for example a Dockerfile-based Build B would enhance the image.
