If I read this file in with Sherpa from CIAO 4.7, using the crates backend, then both pack_pha and save_data work. I have also seen the error on a different Chandra spectrum, so it's not just for the sherpa/astro/datastack/tests/data/3c273.pi file.

The problem is that the code that takes the header information and adds it to the astropy header structure doesn't recognize the "commentary" cards - HISTORY, COMMENT, and blank - which contain an array of values. This is easy to fix (I have code to do so; will add it to the repository soon). It appears that the output file isn't valid OGIP (in that the column datatypes aren't correct), but I think that will be a new issue which I'll open when I have the code ready to fix this one.
