This is actually hard-coded into the plot code:

sherpa/sherpa/ui/utils.py

Lines 13064 to 13067 in e66449c

nrows = 2
ncols = int((len(plots) + 1) / 2.0)
sp = self._splitplot
sp.reset(nrows, ncols)

There are a few assumptions hardcoded. I'll have ot get to that when I get to plotting datastacks...
