it is still has a chance to loop more than the required callback gas limit
It is either possible or not. #136 for example shows that it is impossible to reach that with the default protocol params. There are also constraints like this, which could make this a non-issue. The Watson did not argue why would the gas limit be exceeded despite this limit, there is no PoC. The report is speculative, hence will not be considered valid.
