Allow the comparison of 2 profs

Allows a user to assign themselves a subForCarmen role, as defined in config.json, carmenRambles.subscribersRoleID.

The command itself keeps track of a user's message in a particular guild, carmenRambles.carmenId and carmenRambles.guildID. Once the user has reached a certain number of messages (carmenRambles.messageLimit) in that guild, a message will be send in the channel the last message from the user was sent, pinging the subscriber role

Once a notification is sent, the command will wait carmenRambles.coolDown minutes before being triggered again.

Have an option to show all professors (profs from other schools) if there are no profs by that name from Seneca

Secret configs like discord token should live in a .env. Other config values should stay in config.json, and should be version controlled.

Roles have a position field, when a bot is invited to a server, it should check if its near the top of the hierarchy. If its not,the bot should refuse to work till then

<list length> should determine the number of users send in the response, and not serve as the actual request size to the API
