I pushed this back from release-1.0.0 to release-1.1.0 since its not required to use the software. Will be nice to have eventually, but more testing is needed.
Basically, after running a build just cd into the build/shadow directory and run "cpack". That will generate the packages.

To be clear, I added the functionality to build the packages in cmake, but I didnt test that the packages it produces are formed correctly and will install correctly with fedora/ubuntu package managers.
