Add more info to Event API docs regarding use cases about docs

This kind of context should be provided, but not in the reference section, which is the only place the Event Webhook resides right now. I'd hate to add a bunch of text that distracts from "just the facts." I'll add a short description for now, but I think this may be part of a larger discussion.
