The title of the repo, the fist line of the README and the description in the package.json all specify Customizable release-notes-generator plugin for semantic-release. The entire README is about how to configure semantic-release. That should clearly convey the idea that it's a semantic-release plugin and not a standalone tool.
The first line of the README even mention "based on conventional-changelog" which is a standalone solution to generate a changelog.
If you don't want to use semantic-release and only generate a changelog based on commits there is a lot of solutions for that: https://github.com/search?q=changelog

Closing per comment above. The doc is already pretty clear about this project being a semantic-release plugin only.
