semantic-release just call the npm CLI and runs npm publish, so the prepack script should be called by npm.

After testing locally it seems some old version of npm do not run the prepack script when calling npm publish or npm pack.
Which version of npm are you running with semantic-release on your CI?

from npm.

I just released [email protected] with semantic-release/[email protected] which includes npm as a dependency, so it will always be the last version of npm being use by semantic-release.
In addition this version logs the output of npm publish and npm pack which can helps to debug what npm is doing.

Can you test with this version?

from npm.

In package.json, I have:

{
  "engine-strict": true,
  "engines": {
    "node": ">=8.9.4",
    "npm": ">=5.7.0"
  }
}

I'll test with the latest package versions

from npm.

That's just a verification. If it's not met it will display a warning when you npm install. That doesn't actually enforce any version. Also I think engine-strict is deprecated.

Ok, the extra logging is helpful—I can confirm prepack is running and logs are printing in the latest version. Thanks @pvdlg!
