Typo in post_handler.c about suhosin

No this is actually no typo. It was a mistake in older Suhosin versions (however it had no impact).

Theoretically suhosin filter filters the variable before this line. So suhosin filter COULD have changed the value and therefore its length. Therefore using new_val_len here (which is the output of the suhosin filter) is the right behaviour.

HOWEVER: Suhosin does not change the length of the variable and therefore the mistake in the old code had no impact at all. I have corrected the error nevertheless, because it was wrong and would cause problems if Suhosin ever changed its behaviour.
