./docker.sh build failure about scion

Confirming i can reproduce this. Investigating.

The problem appears to be that another pip package is failing to install:

This is causing the pip3 call by ./scion.sh deps to exit prematurely

I have a fix ready, just waiting for the test to finish for confirmation.
