[OX-753] Show warn message on admin->datasets if the dataset has no settings / layer.json about webknossos

@tmbo I added a warning label in case no datasets were found (so, the layer.json is missing).
Should there be another message if settings.json couldn't be found? At the moment, the table on admin->datasets will remain empty, which should be also meaningful. What do you think?

I am not sure if that's possible right now. As far as I know the application doesn't know about the missing Json as the brain games-binary lib handles that. But nevertheless it would be good to have a complete error reporting system for the data sets.—

Since the dataset view got refactored this doesn't apply any more.
