This seems to be effective, but enlarging the search radius across the board really slows things down! Having actual error estimates would be super useful. I wonder how OSRM handles this when errors aren't provided?

Given that this problem stems from a very specific issue in SF, I'm going to suggest closing this issue and just modify the SF OSM data before feeding it to OSRM.
The only thing left to do then is to remove some of this fluff from the code.
